go to the autoparts store and pick up some JB Weld. That stuff works pretty good on plastic.
It's a well known problem on the Crown Vic, you will need to replace the intake. Good news you can now get them aftermarket at most parts stores.

Ford: 1996-1997 THUNDERBIRD 1996-2001 CROWN VICTORIA, MUSTANG 2002 EXPLORER ISSUE Some vehicles may exhibit an Intake Manifold crossover (first runner) coolant seepage condition. This may be caused by a crack in the Intake Manifold coolant crossover. ACTION Inspect the suspect Intake Manifold for a coolant leak at the first runner cross-over area (Figure 1). If coolant seepage is found in this area, order the appropriate Service Kit and install parts, by referring to the appropriate Model Year Workshop Manual (Section 303-01). 4.6L 2V INTAKE MANIFOLD INSPECTION/REPLACEMENT Refer to Figure 1 for inspection of coolant seepage. If seepage is found, order one of the following Service Kits to repair.

I have seen that one in Burlingame for a few days, so I imagine it's still available. I wouldn't buy a 2006 because I have only heard problems about their trannies, and it's at that point which they seem to fail. When you do go see the car, take it for a HARD test drive to see how things like the tranny and engine are holding up. Also check the tranny fluid, if it's red and doesn't smell horrible, you're good.
