Filters are placed facing up on all to eliminate air. If you did not fill the filter properly before install, you have a problem. If your engine is running rough, fast idle will fix it.
Not running, you should have a hand pump on the fuel distributor(pump).
Check to see if the blow by tube is blocked.
Your turbo seal may be feeding oil into your air to air if you have one. or directly into the intake manifold if you don't.
Start there
Also check the exhaust for oil from the turbo.
